The perimeter protection of the so-called “Seveso Sites”
DO YOU KNOW THE SEVESO DIRECTIVE?
Protect the environment, health and our economy
In Europe there are at least 12,000 plants that use dangerous chemicals, in which accidents could cause damage to environmental biodiversity, have harmful effects on human health and impact economically with losses of billions of euros. Following a first catastrophic accident in Seveso (Italy) in 1976, and similar ones in Bhopal, Toulouse and Enschede in France, the European Union has reclassified the chemical risk and regulated the protection of these plants under the "Seveso Directive" ( Directive 2012/18 / EU - Technological Disaster Risk Reduction) - which requires the so-called "Seveso Sites" to maintain a very high level of prevention.
A European standard establishes the criteria for classifying industrial sites at risk: the directive passed after the accident which took place on 10 July 1976 in the ICMESA company in North of Italy
Perimeter protection is one of the main solutions to be
implemented for good risk prevention
These are high-security sites, requiring a high POD (Probability Of Detection), with protection that covers 24/7 and is not disturbed by the site's production operations.
The sites are classified into various levels of criticality, depending on the type and quantity of chemicals handled. Generally it is necessary to use stainless steel products, with high IP index enclosures, or explosion-proof ATEX boxes, all integrated with the CCTV circuit to ensure a maximum level of protection.
Depending on the classification of the site and its architecture, different perimeter solutions may be required to work in synergy. It is therefore necessary to study an installation that meets all these requirements.
For complete protection, one or more detection systems are combined:
These sites are usually protected by a sturdy fence with a minimum height of 2.5m topped by a 60cm diameter concertina.
To detect climbing over attempts, you can install a system such as SIOUX PRO2 MEMS, equipped with an intrusion pin-point, redundancy, remote setting. IP66 grade .
When required, an optical fiber system, such as APACHE Fiber, could be preferred, particularly suitable for the protection of sites with the presence of corrosive, flammable or explosive atmospheres as the optical fiber cannot cause fire. IP55 grade.
As a second layer of volumetric invisible protection within the perimeter, it is recommended to install an ultra-reliable system, such as a bi-static microwave barrier. ERMO 482X PRO guarantees the highest level of efficiency and a false alarm rate close to zero. IP66 grade.
If the requirement to be respected is an extra explosion-proof protection, ERMO 482X PRO is also available in a special version certified ATEX 94/9 / EC.
To protect accesses or where there is no space enough for the traditional microwave lobe barrier, you must not forego the reliability of this technology, but yuo can choose the innovative MICRO-RAY barrier with microwave rays instead, since it only needs a corridor 1m wide to work.
All CIAS digital systems are IP ready, for immediate integration with third party access control systems and VEMS. The implementation of the 802.1X cyber standard also ensures strengthened authentication of all devices transiting on the LAN of the critical infrastructure to strengthen protection from cyber-attacks.
